Mission Statement

The mission of the Antioch Police Department, in partnership with our community, is to promote the quality of life in Antioch by proactively reducing crime with integrity and commitment to excellence.

Joe Vigil, Chief of Police

Chief Joe Vigil

Chief Joe Vigil is a highly respected law enforcement executive with more than 25 years of dedicated service and leadership. His distinguished career began as a police cadet with the cities of Suisun and Vallejo, followed by a role as a Family Support Officer with the Solano County District Attorney’s Office. He went on to serve with distinction as a police officer for the Sacramento Police Department, where he held several key assignments including Field Training Officer, Street Gang Enforcement Team, Violent Crime Reduction Unit, and Narcotics and Vice Unit within the Problem Oriented Policing Team.

After nearly a decade in Sacramento, Chief Vigil joined the Richmond Police Department, where he continued to excel in leadership and operations. In Richmond, he served as a Field Training Officer and certified instructor in defensive tactics, emergency vehicle operations, taser deployment, and Principled Policing. As a detective in the Special Investigations Division, he focused on gang investigations and fugitive apprehension, played a lead role in the Cease Fire violence prevention program, and helped implement the West County Reentry initiative. Promoted to sergeant, he led patrol operations and supervised the Canine Unit, Defensive Driving, Defensive Tactics Training, and the Force Review Board.

Chief Vigil later advanced to the rank of lieutenant with the Antioch Police Department, where he oversaw patrol operations and managed several ancillary programs including the Canine Unit, Traffic Division, Volunteers In Policing (VIP), Mobile Field Force, and the Police Cadet Program. He also implemented a department-wide Force Review Board. In his tenure, he served as Acting Captain of the Support Services Bureau and subsequently as Acting Chief of Police. Upon promotion to captain, he assumed leadership of the Support Services Bureau, overseeing Internal Affairs, Investigations, and Training, while coordinating operational functions across the Records, Animal Services, and Communications divisions.

A firm believer in lifelong learning and professional development, Chief Vigil holds multiple Associate of Science degrees and earned his bachelor’s degree in Occupational Studies and a master’s degree in Emergency Services Administration from California State University, Long Beach. He is a graduate of California POST’s Supervisory, Management, and Executive Development programs, and recently completed the prestigious Command College, a 14-month master’s-level executive leadership program. He has also attended the Public Safety Partnership Leadership Conference at Harvard University and was recently accepted into the Drucker School of Management at Claremont Graduate University, where he will continue to expand his leadership acumen.

In the past year, Chief Vigil has led both the Support Services and Operations Bureaus with strategic vision and unwavering commitment. Earlier this year, he once again stepped into the role of Acting Chief of Police, transitioning into the role permanently.

Outside of his professional accomplishments, Chief Vigil is a devoted husband and father. He and his wife Rachelle have been happily married for nearly 20 years and are proud parents to three wonderful children: Elias, Corinne, and Jillian. A well-rounded individual, Chief Vigil enjoys Brazilian Jiu-Jitsu, cycling, traveling, reading, barbecuing, motorcycling, and spending quality time with family and friends—often over a plate of tacos.
